You've said it all, Owen, thank you. These limited sanctions are a first step in the right direction. But the rift between the revulsion that ordinary people feel at Israel's crimes and the inadequate measures that our governments are prepared to take is only going to grow. This is only the beginning.
Judged against the depth and scale of the treacherous violence, dehumanising sadistic gleeful depravity of IDF/settlers ,techno- fascistic/colonial ways to humiliate and control all Palestinians across all Occupied Palestinian territories , Ed Miliband's statement on sanctions, significant in terms of our narrow political context, is under powered - missing many open targets.
That said, it is a small win.
The positives- the tone, acknowledgement of Palestinian humanity , a UK Foreign Secretary spoke to Palestinian Ambassador and his diplomatic staff- great put downs to those who pontificate about Palestinians deserving ' a brighter future' having never spoken to any of them.
Self determination is predicated on having agency to make decisions not having them imposed.

I have been enjoying/infuriated by the Israeli response: Sanctions are a terrible thing, and don't work, we will sanction you back harder. We advise diplomacy, not sanctions, to resolve issues, so we close your embassy and sanction you back, harder. How dare you restrict our freedom to conduct business, we will stop our companies conducting business with you. Isolating Israel is antisemitic and unfair, we will isolate ourselves from you in return, harder. Who knew that they would apply their own multiplier effect?
I have sent emails to Mr. Jones asking why he doesn't use his newspaper column to express his opinions on this matter. He hasn't replied. Also I note Mr. Milligan didn't use the word GENOCIDE. I wonder why?
